The issue seems to be one of whether Putin is “merely” supporting existing separatists or is actually creating them. Not that this is necessarily an easy question to answer, and Putin may not be too clear on the distinction his ownself.
If you watch the video you get some answers to these questions.
Of course they are mostly Russian military and mercenaries sent in by Russia fighting in eastern Ukraine. Millions of Ukrainians living in eastern Ukraine and the local rebels are what a 1000 at most, more likely less than 500? This was never a civil war it is an invasion.
