One is telling you that the virus has a very high mortality rate.
The other is telling you that even given the high mortality rate, the virus is doing very little damage to the populations where it currently resides. Even though the density is pretty high and the medical care is primitive, temporary NGO funded or they simply reject it and refuse to use it..
