Cheaper than going to trial. $525,000 + an affirmative action hire at $120K expense a year beats a multimillion dollar jury award for bogus claims of racism.
HINT. Blacks are over represented in arrests and incarceration because they are over represented in illegal acts. Most notably violent acts and acts of property damage.
The reasons are no more complicated than perusing a Census report showing more than 75% of blacks growing up in single parent house holds.
