Nope; I don't want another Romney run — I didn't vote for him in `12, and I won't in `16.
My issue w/ Perry is that it is fully within his lawful power to act decisively, and force the issue nationally, here and now. The Texas Constitution says the the following in Art 4, Sec 7:
COMMANDER-IN-CHIEF OF MILITARY FORCES; CALLING FORTH MILITIA.Note the underlined. It is fully within his lawful authority to call upon the militia to repel invasions. Period.
He shall be Commander-in-Chief of the military forces of the State, except when they are called into actual service of the United States. He shall have power to call forth the militia to execute the laws of the State, to suppress insurrections, and to repel invasions.
The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.
This protection is non-optional; the refusal of the Federal government to comply therewith would lead to some very interesting consequences both politically and legally. (Especially in that it would open up many federal officers to charges of treason, plain and simple.)

Hes stepped out where all the other governors are still hiding in their mansions. I dont believe he did it just for appearances.

You hit the nail on the head; that this is an observation mission and not an actual mobilization to repel invasion says a lot to me.
For those of you second-guessing, citing powers he could use as Governor, tell me this. Where are the other Governors? Why isn’t anyone else even addressing this problem.
If it turns out this is a useless exercise, I’ll be among the first to turn on Perry. Until then, I’ll wait and see how this plays out. Too easy to judge prematurely without the facts. There’s plenty of bad news out there without predicting more.

That is the whole point, to come across as Presidential. But without any enforcement authority the result will be a waste of money for an expensive photo op.
About a year ago I mailed virtually all the state governors on this issue (not HI and NY), the replies that I got back claimed that immigration was a federal issue (despite the fact that I clearly showed where their own state constitutions authorized state action) so my conclusion is that they are surrounded by liars who are effectively telling them that they are powerless on this issue. (Or, of course, that they are open borders and committed to the current state of affairs.
Let me repeat that: they are being told that they cannot act by their advisers [and likely lawyers].

BS. They don't want to put a hole in their budget by deploying the guard. Perry is trying to get some back by suing the Feds but it's no slam-dunk. They're a bunch of political tools who are only worried about their next election. I have no respect for them. They could have jumped in when Perry moved but you didn't hear a peep, did you?
