When a Senator is suspected of being of ‘unsound’ mind, there should be a nonpartisan mechanism for immediately unseating them, and forcing a special election within their state to replace them.
It would be very difficult to do though. The rule would eventually be abused by the establishment of both parties for political purposes to get rid of unpopular Senators. They would have gotten rid of Ted Cruz and Rand Paul by now if such a thing were in place.
Heck, we think it’s bad in the Senate, it’s probably even worse within the Federal Courts. We’ve all seen that image of Ginsburg face down on the bench during oral arguments of that one case. I believe Justice Stevens was out of his mind for years before retiring.

He had brain surgery (twice, I believe) for a brain aneurysm. I have a surgeon acquaitance who tells me only a small minority of people having that surgery emerge with completely intact brain function. He's not one of them.

Is the man reading from a speech written for him? Is he being set up? I can see the speech writers doing this on purpose to give the head executive the best optics in comparison. Neither of the men have a lot upstairs. I am really surprised the US isn’t in worse shape.
