In Texas this can be done very easily. There is very little red tape which is why this couldn’t be done in a blue state.
You don’t. UTSW is nowhere on the map for this. UTMB has a Level 4 Biosafety lab so they at least know how to handle these things safely but a lab is not a treatment center. It takes years to build such a facility.
Galeston Island would be easy to quarantine in an emergency.
