More likely he has determined that a successful quarantine effort would bring into question the idea of a wide open southern border. He would rather risk epidemic than put at risk the greatest increase in Democratic voters in history.
So from what I understand he sent American troops to Africa to help contain the Ebola from spreading but if it happens to get in USA he is a okay with it spreading.
If I didn’t know any better I’d say that Hussein wants to encourage an ebola epidemic on American soil.

CDC Tommy said that it was not appropriate for a health care worker to travel using public transportation. Seems to me that the states are just trying to effectively implement that.
Maybe he’s against efficiency or jealous that the Governors are more competent the he and the Feds?

Given the enterovirus situation and things like drug-resistant TB, a case can be pretty easily made that there is a substantial risk that immigrants are bringing in dangerous communicable diseases. States can easily enact laws that would require immigrants into the state to show a doctor’s clean bill of health or be subject to quarantine. Of course, illegals who sneak in would break these laws too, which would open them for arrest by the states for breaking health and safety laws.
Obola is applying strategy from Richard Andrew Cloward and his wife Frances Fox Piven (both longtime members of the Democratic Socialists of America). The “Cloward-Piven Strategy” seeks to hasten the fall of capitalism by overloading the government bureaucracy with a flood of impossible demands, thus pushing society into crisis and economic collapse. An Ebola pandemic would certainly overload the government. If it is true that Obola is using the Cloward-Piven Strategy, it would prove the demonic nature of his motivation.
