Carmen A. Fluker, 43, pleaded guilty Thursday in federal court to a felony charge of promoting prostitution.

Joking aside, what makes this a federal issue? What she's selling is an affront to aesthetics and common decency, but is it really interstate commerce?

The Federals have been encroaching more and more into state & local jurisdiction. It has now reached the point that damn near all criminal activity is a federal offence. If it is not, they will say it is and move in.
Hell, with the US code filling thousands of books, who would know if something is a federal crime or not?

Well there's food stamp fraud, social security fraud, and tax evasion although I don't see the Feds going after her for any of those.
