If the founders intended for the President to have the power to create any legislation he desired, why did they bother with creating a legislative branch?
Article 1 Section 8 Fourth Paragraph:
“The Congress shall have the power...To establish an uniform Rule of Naturalization....”
As the grants of naturalization cannot occur without immigration, it appears that øbola doesn’t have that leg to stand on.
