I generally agree with Sherriff Clarke, but while I agree with his argument that data-driven driven is worthless, I’m not convinced all the criminal justice theories out there are crap. David Kennedy’s book “Don’t Shoot” has some solid stuff in it — OTOH, a lot of it is stuff that he picked up from actual (and effective) police departments!
Kennedy also makes the point that, although one big part of the problem is that police think whole neighborhoods are made up of thugs, while the people in that neighborhood think the police don’t care about them, the other major problems are the politicians and the court system, both of which can severely undercut the effectiveness of even excellent police departments.
The best leader in the world is going to have a hard time keeping up morale in a police department when everyone working there knows the legal system isn’t working, or is actively working against them. And a police department that is brilliant when it comes to dealing with problems “on the ground” still isn’t going to be effective if the courts undercut everything they’re trying to do.
got to vote for him twice this year. first for the primary, where the county exec donated 400 grand of his own money to get him to lose, and then in the general election this month.
dems all across this state wanted clarke, the only black sheriff in WI, to lose. consider republicans voted for him to keep him in office.

David Clarke ping. Did he even have an opponent on Nov. 4? Everybody loves David Clarke (except the Milwaukee County Executive and the Mayor.)
