This happens when the prosecutor lacks witnesses or evidence. The prosecutor either seeks a dismissal or plea bargains with the defendant. Obama is issuing a blank check to 5 million illegal aliens without assessing their cases or evaluating their claims.
This is an impeachable act on the part of a renegade president.
