I sincerely believe that Obama directed the attack against Somy then blamed the Norks. Likely, this strike against the Norks is also directed by Obama using his NSA. Who in the whole world is better positioned to pull it off?
Not many people in NK have access to the real internet, some do have access to a government-controlled domestic intranet though.

As far back as the late 90s, early 2000s there were individuals and hacking groups that possessed the resources to knock entire first world countries offline through DDOS attacks among other things. Even then they controlled vast zombie/bot armies- and this was before the era of the ‘rent-a-bother’ idea, so they’re even more capable now.
North Korea doesn’t have the capacity to carry out such a basic kind of attack on the scale required to take the US out. I’m not sure anyone does as the US is the internet backbone of the world, taking us out would likely take out much of the world.
An attack on the US is more likely to be against power grids and personal information like what already is happening with Sony and other companies on a on going scale mostly by china and Russia.
not really, all it would take is some hacker group turning a botnet to them and running a ping of death attack or some other kind of DDOS. The Norks internet connection is not that big and some of the botnets have blasted large datacenters off of the net before.
