My good friend in a major international tech company is currently monitoring this event and says it is a hack by Russia. They have apparently found a way to gain entry into secure systems that power defcon mission critical buildings and their equipment. That is why the outage is so select. He reports outages occurring at three top secure nuke early warning sites out west as well. It isn’t a dry run - its a direct message from Putin to Obama. At least that is what my “friend” says.
