If I recall correctly the deal with this online petition thing is if it gets X number of signatures then the White House has to issue a comment. So they commented. I don’t think anyone in Congress has sponsored a bill to end conversion therapy, and I doubt any such bill would ever make it out of committee.

Did you watch the politicians caving in over Indiana’s “government can’t force Christians to sin” law?
