As the security director for the Multi-State Lottery Association, which runs the Hot Lotto, Eddie Raymond Tipton wasnt supposed to be playing the lottery at all. Thats why the man in the video was wearing a hat and hood to conceal his identity but still not look out of place during a Midwestern winter. Prosecutors believe that Tipton was the person who bought the ticket, but a man from Texas has also been arrested and charged with fraud.
That would also explain why the man tried to win without revealing his identity, but how do you rig the lottery? Hot Lotto results come from a computer that randomly generates numbers. Prosecutors currently believe that he may have used a self-deleting malware program to alter the outcome in his favor.

Why would anyone trust a computer program to be random?
They're only used for scratch-off.
The same reason people believe that an economy can be planned.

My brother works for the state lottery and he has to notify them of all close relatives which is supposed to make even me ineligible to win the lottery.
Nothing a computer does is actually random, including “random” number generators.

There is no randomness on a computer. It’s 100% deterministic.
Not only did Tipton wear a hoodie and sunglasses, but he drove a rented vehicle and had told people he was in Texas at the time of the purchase. The Texas suspect also worked in security for the multi-state lottery, and the two had extensive phone communication.
What I don’t get is why go to that trouble without having a better plan to collect the money? They had to know the rules.
A chicken is not going to know what numbers the security director programmed the lottery to win on.
Unless the chicken is the one that hacks the software, then that might work.
To me the question isn’t the rigging of the machine to give out specific numbers. That’s easy. To me the question is - how would he know what numbers to have the machine give him for a supposedly future random drawing. I am picturing the pingpong balls thing. Are those filmed in advance? Or are they rig-able?
Obviously he thought he was smart enough to pull it off. Operative word of course is thought, something he apparently actually lacked, the ability to think.
If a computer is doing something random it would be a glitch or virus.

Really? How can someone elses’ actions (working for a company) impinge on your freedom (to play)? It isn’t like you are married to that person. Just wondering...
