Of course one also has to wonder how aggressively was the hospital managed in terms of staffing and other efficiencies. A hospital can at least break even and maintain some semblance of quality if they have a top heavy governmental payor mix if it is not run as an affirmative action employer of last resort. The financial health of a hospital is not entirely determined by the reimbursement side of the equation.

Was serving San Pablo and Richmond, which are both “black” low income cities. Be hey, San Pablo does have an “indian casino.” You know they tore down all those tee pees and built a taj mahal. Now the indigent patients who don’t have a hospital can still gamble.
