Nice try, Mayor

I suspect there will be a conflict as the waters are governed by the feds and under water by the state. The land where these rigs will berth is the Port of Seattle's which is a separate government entity. The city probably has zero jurisdiction, in other words. Not to mention they are infringing on interstate commerce.

I would expect that there are actually laws in place in this state that set out what standards the applicants must meet in order to get the permit. It is certainly not left up to the capricious dictates of a unicorn mayor.
