My dad was the gunnery officer for the port 5" battery on USS Iowa during the Korean conflict. His crew wiped out the communist Winter ammo supply at Wonsan Harbor on Sept 22, 1952. Dad was always fond of the big 16 inch guns, but his crew was very precise with the 5". On a "battle efficiency" test, his crew was shooting inert rounds. The commanding officer at the range offered his personal jeep as a target. Big mistake. The 5" round took it out. That almost cost them a loss of the "meatball" flag.

I believe it would be the same way one would get a faster velocity from their handgun. Either by getting a lighter bullet (eg moving from 147gr to 124 gr, or going even lighter to 115gr ...or some 9mm bullet that is advertising a 2,000 fps but is only 50grs); or by increasing the powder charge (eg going from standard SAAMI pressure to a +P or a +P+).
Or other.
Thus, for the artillery shell, they are either using a smaller round or more powder or both.

USS Iowa, Korea, 1952The page cites 23 September 1952 as the date the ammunition dump was destroyed. The back story is that we knew the dump was there, but it was not an "authorized" target. Someone on shore decided to train machine gun fire on the Iowa. My dad noted that it was permissible to return fire when fired upon. He was granted permission. The ammo dump was behind the position firing on the Iowa. It was a spectacular burst of building and bodies going airborne with the ammo dump.
