Well, I guess Baltimore isn't "Charm City" anymore? Note to self: Cancel any visits to maryland ( THE Freak state).

We can at least do math to guess at what the police are claiming.

This would represent 400 habitual abusers in Baltimore if they each need one dose a day.

Sounds if so like the user problem is small, and that the market is now saturated. Maybe they WILL tear each other up in turf wars. It’s like the parable of the monkey trap. Fill a gourd with nuts, having a hole in the side that is just big enough for a monkey fist. Will the monkey remove only one nut at a time? No, it will fill its fist, be unable to remove it from the hole, and rage till the hunter returns.
