Not in the least. (And I assume you do not intend to include DoodleDawg in that “we”).

LEO drew-down to appropriately intimidate and show the aggressors that he was in charge of that situation. He had his hands full of the “schiksa”.
I posit that he had full knowledge of what the possibilities were given the anti-LEO sentiments in the current culture.

If I were on the investigatory Board, I would, likely, find him in violation of local policy but not in violation of protecting his personal safety.

You really ought to look at the video because after body-slamming the "schiksa" to the ground he then leaves her lying there, unrestrained and unguarded, as he walks away and pulls his piece on other unarmed teens. So either the "schiksa" wasn't a threat to begin with or he's even a bigger boob than originally thought for leaving that super-dangerous 15-year-old girl behind him and his back unguarded.

I posit that he overreacted and probably cost himself his job. And I base that on the fact that none of his fellow officers felt the need to physically abuse the teens or draw their weapons.

If I were on the investigatory Board, I would, likely, find him in violation of local policy but not in violation of protecting his personal safety.

Isn't he paid to comply with policy? To use force only when needed and draw his weapon only when absolutely necessary? If so then you're right, he is in violation of policy and should be given the chance to pursue a new future outside of law enforcement. Then he can protect his personal safety on his own dime.
