Trade Vote Set for Friday (melt your representative's phone and server)

House majority leader Kevin McCarthy laid out the Republicans' game plan for trade votes this week. In short, the memo sent out late last night details the rule votes will be held today, Thursday, and final vote is slated for Friday.

MEMORANDUM

TO: House Republicans

FROM: Kevin McCarthy

DATE: June 10, 2015

SUBJECT: Trade Update

As discussed at Conference this morning, the House is expected to consider three motions related to trade this week. Below is information on the process by which the House will proceed on these motions.

Tomorrow, the House will begin with the trade preferences bill under a unanimous consent agreement that provides for an hour of debate and a motion to concur with a House amendment. As I mentioned at Conference, this amendment will include a bipartisan alternative offset to the sequester provision, as posted by the Rules Committee. Both Democrats and some Republicans, including the Doctor’s Caucus, wanted to fix the sequester provision. This change should alleviate any remaining substantive or procedural concerns from all parties on the sequester issue. By moving the trade preferences bill first, the House ensures the elimination of the sequester provision before proceeding on the remaining trade motions. Once passed, the trade preferences bill will go back to the Senate, where Majority Leader McConnell expects swift passage.

After passage of the trade preferences bill tomorrow, the House will consider the Rule to bring up the TPA/TAA bill and the customs bill. Instead of dividing the bill into two questions (TPA & TAA), the Rule will divide it into three questions (TPA/TAA/sequester). Since the House will have already spoken on the sequester provision, the Rule will consider as adopted the question of the sequester with no further vote since it has been rendered moot by the preferences bill. This will leave the House to vote only on the remaining issues under the Rule: TPA, TAA and customs.

On Friday, the House will begin with debate on a motion to concur on the TPA/TAA bill. The House will then debate the motion to concur on the customs bill with a House amendment. As I mentioned at Conference, the House will then request to go to conference with the Senate on the customs bill.

After debate on both motions on Friday, the vote order will be as follows:

· Question 1 - TAA. If this vote fails, no further action will be taken on the remaining trade motions. If this vote passes, the House will proceed to:

· Question 2 - TPA. If this vote fails, no further action will be taken on the remaining trade motion. If this vote passes, the House will proceed to:

· Motion to concur on the customs bill with a House amendment

We have never had a ‘free trade’ arrangement with any country.

We have only had “America opens its markets and other take advantage of it” deals.

This one will be no different and even will be worse.

I just emailed my representative. He at least knows:

Dear Congressman Wenstrup,

Please oppose with all you have the ObamaTrade (TPA/TPP) proposals. The warning from Sen. Jeff Sessions (Alabama) is sufficient to explain my objection:

***Are you as confused about the Trade Promotion Authority bill/trade agreement/drama as much as I am? Sen. Jeff Sessions is one of it’s most outspoken critics, and was on “Hannity” recently to warn about what’s being discussed…

“I’ve been there three times and I can tell you it is far more than a trade agreement,” he said. “It is a creating of an economic union. The congressional resource said it is a wide-ranging political and economic partnership that is created where the Sultan of Brunei gets one vote. The president of the United States gets one vote. Twelve countries – they have the ability to add other treaties and pass them. They have the ability to deal with climate issues, wage issues and environmental issues. There’s just no doubt about that.”

The Senator went on to say that he thinks the main reason it’s being “kept secret” is because if people were aware of it they would stop it “dead in it’s tracks,” and went on to compare it to the European Union. But then you read articles in the Washington Free Beacon and Federalist contradicting a lot of the rumors about this, so…I really don’t know.***

Congressman Wenstrup, it is anti-middle class to vote for a measure that has not seen the full light of day. Please listen to Senator Sessions and vote this legislation down.

For me, it's about transparency. What in the sam hell could be contained in a trade bill that warrants it be kept from the American people/media?

Americans do not trust Obozo and they do not trust congress, so why would they not attempt to restore trust by posting this bill before voting on it.

It is because they know full well that Americans would oppose it if they knew what was in it. I'm sick of these secret backroom deals, ramming legislation through before scrutiny.

I am a stones throw away from banning republicans from my life.

If there was a bill to honor America’s veterans and cut taxes on small business which was being kept secret and required a signed non-disclosure agreement from any legislator to even read the damn thing I wouldn’t want that to be passed either.

I used to be for free tade but not any more. First we open our gates but our Partners never open their gates. Second and most importantly, wages in America will fall to the world average for the work type. We cannot maintain our wages in the face of competition from people being paid say $10 per day and using the same machines we have to produce the product. In the end all we get from free trade is our machines and knowledge moving overseas. Yes I know we get good cheap stuff for a while but in the end we won’t be able afford even cheap stuff. And I think, sadly, I will see this come to pass before I pass on.
