Both opposing groups are black.
My best friend, who I was in the Air Force with, and was in the California Department of Corrections with, was from the DR. He is not black. Look at all the DR baseball players. These people will still play the race card.
There is actually a settlement of lily-white Scandinavians who live in the mountains between Haiti and the DR, on the DR side. Never did get to find that settlement.
One year we drove from Port-au-Prince (well, Peguy-ville, technically) to Santo Domingo, with all the proper paperwork, etc. When driving across the border, the DR has a bleach-bath trench that the vehicles must drive through...no Haitian dirt permitted!
That said, there is no love between Haiti and the DR...they have declared war on each other several times in the past, with the Haitian Air Force (!) once dropping bombs on the DR.
Side note...Haiti had three fighters in the mid 1980's that we would watch on "maneuvers" every day. In 1984 two of them collided mid-air over PAP with one craft falling into a schoolyard full of children.
The DR used to bus (actually cattle haul would be a better description) Haitians to the DR once a year for the sugar cane harvest. Unsure if that is still active.
