The mayor's office issued the statement Wednesday through spokesman Kevin Harris:
“It is disappointing that the FOP continues to issue baseless and false information instead of working with us to find solutions that will protect our officers. The FOP is using the same sad playbook they relied on when they opposed our efforts to reform state laws and hold officers who act out of line accountable for their actions.
Our hope was that this report would shed some additional light on how we can better prepare our officers should there be future unrest. Instead this report is no more than a trumped up political document full of baseless accusations, finger pointing and personal attacks.

The union report exonerates the union members? Shocking.

Same thing in Ferguson. The first week there were over five hundred shots fired calls around the affected areas. Many police cars with bullet holes including those MRAPS people call tanks.
It was an effing mess and I only went up there a couple times. Some of my colleagues were up there almost every night.
It has not been really addressed but many, many police officers are getting out of police work completely because of this nonsense and to get ahead of the August 9th anniversary.
The entire force should call in sick.
The streets of Baltimore make the Paseo look like the Main Street at Disney World. The people who created this little paradise on the Chesapeake have declared war on the police. Are the union run and Democrat supporting police department behave like Marshal Dillon and Chester? No, but they look like a bunch of Captain Americas when compared with the criminals in the mayor’s office.

Commissioner Batts and command staff members addressed officers during a roll call on April 25, 2015 at Police Headquarters. Of those officers who were present, and with whom the After Action Review Committee spoke, each reported being given direct orders from Commissioner Batts and command staff members not to engage any protestors. Officers were ordered to allow the protestors room to destroy and allow the destruction of property so that the rioters would appear to be the aggressors. According to officers’ accounts, they were told “the Baltimore Police Department would not respond until they [the protestors] burned, looted, and destroyed the city so that it would show that the rioters were forcing our hand.” The officers were told their primary job was to deescalate any situation with no response rather than to escalate with action. This was confirmed by officers from other jurisdictions who attended that roll call.
I read it. Now we know why Batts was fired so quickly. The "mayor" is playing "cover your ass". She wasn't let off the hook either in this report.
The orders came from her and I have a feeling Batts will soon be throwing her under the bus, where she belongs.
The report also notes that Batts had previously admitted to ordering the Oakland PD to allow that city’s rioters to run amok in order to show that the cops were not the aggressors, which is exactly how he handled the Baltimore riots.
