After consistent denials, the Mexican government acknowledged Friday that it had received a formal request from the United States for the extradition of notorious drug lord Joaquin El Chapo Guzman.
Mexican Atty. Gen. Arely Gomez said her office received the request June 25, 16 days before Guzman made a brazen escape from Mexico's premier maximum-security Altiplano prison through a mile-long tunnel.
In the petition, the U.S. asks for Guzman's extradition based on an indictment in Federal District Court for Southern California, in San Diego.
Gomez said her office was analyzing the request when Guzman escaped on July 11. She made the revelation Thursday night during a closed-door session of Congress and her office later confirmed the information.
Alana Robinson, chief of the criminal division of the San Diego office, has said extradition requests were based on a 1996 indictment of Guzman and 22 others for importation into the U.S. of huge quantities of cocaine through tunnels as well as jets, railways and cars.
The extradition issue is important because some U.S. officials have criticized Mexico for failing to send the billionaire head of the powerful Sinaloa cartel to the presumably more airtight prisons of the U.S.
But Mexico had argued that national sovereignty should prevail, saying its judiciary was capable of prosecuting and punishing the crime boss.
Moreover, Mexican officials had said, they never received a formal petition from the U.S., an assertion now shown to be inaccurate. . .

And of course, soon afterwards, he “escaped”. That tunnel was there the entire time. He was coming & going as he pleased, with paid off guards looking out for him.
So, the Mexican government was “sending him to us.” The U.S. was demanding him so we could punish him here.
Or—and this is a conspiracy theory—El Chapo didn't really escape. He was moved in the dead of night to another location by the government and the whole jail break is theater. Some of the Mexican authorities may have worried El Chapo might implicate some powerful officials if he stood trial in the U.S.
There are plenty of alternative theories. But the fact on the table is that this Mexican Jerk Drug Dealer has threatened the life of the front runner in a presidential race. Heady times.
Obama probably want El Chapo in his cabinet. Or he’s getting professorship at Columbia University.

It’s not as if we don’t have enough Mexican drug dealers here already.....we need one more?
So he could leave and re-enter the prison when his business demanded it. I read that he continued to run his business's while locked up. Also he could smuggle women into his cell and criminal associates for face-to-face conferences. If he had the ability to come and go his occasional appearances in the free world might forestall rivals from trying to steal his empire. Of course this would have to be at the behest of top officials.
But you're right—the simplest explanation is usually correct.
I gather I don’t understand your theory of theatre. If the whole thing is theatre, then the Mexican authorities have him locked up tight somewhere else because they fear what h could testify about their corruption, right?

Sounded to me like that tunnel wasn’t just dug, it was built into the complex... he RODE through it, not walked, on a motorbike... they know how to do escapes in style in Mexico I guess!...
If you are dealing with open and candid people, that is. Otherwise the schemes can get mind boggling.
Or else there has been a ruse about his escape and Mexico is staging this to get at the Trump. It just sounds way too convenient.

No doubt at the time there were townsfolk who thought... “WTF? This guy is nothing but a barking showman.”
It sounded like the tunnel was there all the time. It was used to service the complex. You know that laying something like a basement under an operating prison is not something that one does on the sneak. Why not be careful with that razor before it cuts you.
