Indiana attempted this in 2011. However, the problem is that IN Planned Parenthood claimed that their accounting methods do NOT distinguish how much funds go toward providing “abortion services” as opposed to “other health services” and they refused to change that accounting. U.S. District Judge Tanya Walton Pratt denied Planned Parenthood of Indiana's request for a temporary restraining order...The judge's decision allows the cuts to take effect immediately.

However the usual culprits (PP and ACLU) appealed to a higher US District court whose decision blocked defunding PP.

There are probably at least 3 to 5 rino’s who will not vote to defund and I doubt there are any democrats, unless the numbers are such that the democrat leadership will permit one or two to vote in the affirmative, (dems will never defy their leadership) this will most likely be defeated by one vote, you can bet it is a done deal.
