Coming back from France recently I can safely say that it's a load of bull. Especially if you venture out of Paris.

I just read a bunch of articles about him on UK sites, no word. He was born in Uganda, raised in South Africa, makes his living as an IT consultant and now lives in France.

I had the same reaction when I took the Active Shooter training in June - they FINALLY say, “If armed, resist.” Really? Looks like that Navy Commander recruiter was ahead of us (well, most of us) on that one!
Assuming he is given authority to wear it (which may be implied in the AFI, been awhile since I read it), and there’s an associated ribbon, it will go on his rack. If not, he’ll likely wear it whenever he puts on mess dress. He will also never buy another drink.
