There are no training areas in SW FL, with the possible exception of MacDill AFB. The only real active location is Field Station Key West.
Conjecture is, this is another attempt to desensitize people in to being used to see troops on the streets, pending a martial law scenario.
EDRE’s in past times were always held on military installations, and not out on the economy.

EDREs (Emergency Deployment Readiness Exercise) in past times were always held on military installations, and not out on the economy.

Here's a possibility: the
Boone Lake dam near Johnson City, TN. There is a major failure underway that will eventually washout the dam. Downstream are seven nuclear power plants. They will lose cooling water and melt down. At that point, you have 7 Fukushima style disasters polluting the southeast. Lots of hot material flowing south toward the ocean. The article is aimed to calm public concerns and throw money at contractors to give the appearance of "doing something".
