1. Obama plans to go forward regardless of the vote.
2. Once this treaty fails to get a 2/3 majority in the Senate, someone will sue and claim that the vote was a rejection of the treaty. They may well win on that.

This is just theater. The real vote was months ago on the Corker bill, which everyone except Cotton approved. Even Ted Cruz voted for the Corker bill.
There are no undecided, there are only those whose price has not been met.
