Remember when Obama said we needed a 'national civilian force' as strong and well-trained as our military?

He was referring to a national[federalized] police force that would replace community policing.

A prerequisite for that is eliminating community policing, through targeted assassinations, degrading morale, and creating the perception that local police aren't up to the job.
