Deputies in her office issued three licenses to gay couples last week.
Bunning said the licenses satisfied his order to issue documents, thus clearing the way to drop the contempt ruling.
The judge also noted that the licenses had been altered so that Rowan County rather than the name Kim Davis appeared on the document. Bunning said the changes do not impact the courts finding that the deputy clerk have complied with the courts order.

Still does not answer the question is this LEGAL under Kentucky Law ( I mean a license issued by Clerks without Kim Davis signature )?
Not legal. Alteration of the marriage license makes it illegal (as well as the violation of the actual definition of marriage still in KY law).
Whomever signed her arrest warrant should be imprisoned for false imprisonment. This whole thing is silly.
technically, under the law as written, the deputies can sign. However, the law also contains a requirement that the license contain a place where the clerk (not deputy) issue a statement authorizing the marriage.
The lack of any signature invalidates the license, as does the fraudulent issuance of any such statement under Davis’ authority. Bunning doesn’t have the authority to approve the license, so this will likely become some huge set of lawsuits someday not too far in the future.
The deputy clerks can make the judgment calls and do as they see fit without her ok? Are they bonded?
