I am no fan of GWB, but if you'll recall his transition into office was rather turbulent. First there was the recall debacle on full tilt. Then there were the Democrats stalling on every appointment, particularly Ashcroft. There were even repairs to the White House because the children had trashed the place. My take is that Bush didn't get January 20 conditions until June. That leaves three months to fix a gutted military and and intelligence system. None of that is his fault.
Yes, Bush was admittedly unlikely to address the immigration system, but even if he had it is unlikely in the extreme that in three months anyone could turn that bureaucracy sufficiently to have deported all of the visa overstays in three months.
