When the statement read that there would be a 10% tax on ‘rent’, who would pay that, the renter or the lessor?

The renter will wind up paying it one way or another.

I already figured the tax would be padded into the newer rental leases, but in the writing of this new-fangled tax plan, there is no place to leave a ‘t’ uncrossed, or an ‘i’ un-dotted, for someone to debate ‘what ‘is’ is’.
