Hes blowing smoke. Presidents dont have the authority to shut down houses of worship. Nor should they. He shouldnt be promising something he wont be able to deliver on.

Generally speaking, practicing religion does not render legal what is otherwise illegal. That is, polygamy is not transformed into legal marriage just because one is a Mormon.
When we take sides in issues such as church vs. state we have to be very careful of unintended consequences. That is, if we permit the illegal to be legal because of religious beliefs, we have to worry that that principle will be applied not just in behalf of the Little Sisters of the Poor, but on behalf of sharia.
It is one thing to make adjustments admitting the practices of benign eleemosynary institutions like The Little Sisters of the Poor and quite another to accommodate Islam. There just is. Unfortunately, our Constitution simply does not recognize that street reality. Our legal system is not set up to accommodate that raw reality.
That said, it might be possible to infiltrate mosques and bring criminal and civil RICO actions against individual mosques or groups of mosques based on the conspiracy prohibitions outlawed in those statutes. Certainly, mosques must be infiltrated with or without RICO.
All of this generally points up the imperative need to prevent Muslims from entry into the United States. Their culture, which is based on a worldview that is essentially medieval in its epistemology, is so alien that it is cannot be accommodated by our Constitution or our laws and, paradoxically, it cannot be singled out for needed protective measures because of our Constitution and our laws. The only solution consistent with the Constitution is total exclusion.
You might have a First Amendment problem there.

There are enough laws that if enforced could keep us safe. If a house of worship is used as other than a house of worship, it risks being shut down.
