Hold them at some point offshore from the Continental United States. Vet them THERE, before any escape and disappear into the background.
I am still offering the suggestion, that the island of Moloka’i, in the Hawaii island chain, be used for the reception center. There was once a leper colony at Kalaupapa, a small unincorporated community, and sufficiently remote from the US mainland. Route the “refugees” there, and THEN attempt to vet the applicants.
And remind them, every day, that this was a leper colony.
