I wouldn't doubt what you are saying at all. In his candid older years after the Soviet Union had broken up, several Russian leaders said they liked dealing with Reagan far better than Carter.
The reason is that Reagan was totally transparent. He said what he meant and meant what he said. Carter was a mealy mouthed weasel about whom they could never be sure.
