According to LTC Woods, an SF commander, those teams were on their way to Benghazi, but were turned back.

If Colonel Woods has not yet retired, his career is effectively ended by his name being released.

You’re quite right. He appeared before Congress in a civilian suit, not a uniform, so I assume he’s retired. There aren’t many SF lieutenant colonels who have commanded a battalion or a Tier 1 or Tier 2 unit make colonel. It doesn’t appear that LTC Woods was promoted.
