Well, classically speaking other than abortion, all other rights are and exist before government and government is supposed to exist to protect those rights, so none of them require someone else to pay for your right.

now if your soviet, then that is another thing as the soviets and progressives claim that rights come from the government god and what god gives god can take away or even make special rules as to when your allowed to have them.

this is a fundemental difference in our constitution vs the others in that ours limits government theirs usually limits men ruled by the state

One needs to make sure thy won't misuse their ability to malign and injure innocents.
