That would be a start, and what we should have done after 9/11. It should have been clear that we didn't need extra Muslims here, that all Muslims here on work and student visas should have been scrutinized, and many should have been sent back. If Europe wants to engage with these 8th century savages, let 'em.
The one he’s taking the most flak for is to stop immigration from countries that are at war with us (ie, most Islamic countries) until we can figure out how to vet the people we admit as not being threat

Muslims can execute homosexuals, even homosexual activists won’t say anything; blacks can engage in a real war on women by committing over half the rapes in the country, and feminists won’t utter a word. Hillary didn’t utter a peep about the Muslim rapefest in Europe on New Years Eve, nor has she said anything about the report that over 80 percent of women and girls coming across the Mexican border are raped by human traffickers.

3) Rebuild the US military so no one will mess with us
