I spent a week there on business in the mid 1990s. Our hotel was staffed by Filipinos and folks from French Africa. The cab drivers were mostly from India. The shop keepers and restaurants were mostly Egyptian, Sudanese and English speaking Africans. Those doing the road work were mostly Palestinian (identified by their red & white headdresses). Agricultural work was mostly women, unknown origin as we had no opportunity to speak with them.
The only place we saw more than a token Saudi worker or two was at official government duties at the ports of entry/departure.
