If the attack is via a missile with an EMP (electromagnetic pulse) weapon, most of the planning will be down the drain. Without electricity and thousands of cars that won't start it will be a nightmare.

The “plan” would be to be well past the beltway before the evacuation order is issued, unless you’ve got a helicopter or private plane at your disposal, and even that might be dicey if there’s any distance to drive to get to it. DC has got to be one of the more car-unfriendly places in the country. Not yet on the scale of NYC but getting there.
