1. How easy is it to place a device in any particular area?
2. Will it be detonated or reported as a suspicious device?
3. How will it withstand the elements
4. The response of authorities in the immediate aftermath if it does detonate
IOW, it was an experiment to evaluate an operation, not to test an actual device, because the device meant to do more harm will be used somewhere else at a later date.
So yeah, if by "experiment" they mean trial run, I'll buy that. :-)

Well, they ought to be able to identify the components in the residue. I hope they’re sweeping the rest of the park in case there are any more “experiments” laying around.
