CLEVELAND, Ohio The Republican National Committee's rules will take center-stage this week as anti-Donald Trump forces clash with establishment actors in an effort to open up the convention to another candidate.But while GOP committee members will open discussion on the rules on Tuesday afternoon, the real action won't come until later this week. That's because the RNC's Standing Rules Committee, which is made up of elected RNC members from every state and meets Tuesday afternoon during the RNC's Summer Meeting in Cleveland, has little bearing on what the Convention Rules Committee ultimately decides. They pass a slate of changes that acts as a recommendation, but the 112-member Convention Rules Committee made up of delegates to the convention, including some RNC members, state party leaders and elected officials can throw out the rule book and implement their own changes when they meet later this week.
That doesn't mean the Standing Rules Committee won't feature some debate. Two RNC members, Solomon Yue of Oregon and Bruce Ash of Arizona, have both submitted amendments meant to stop any effort to oust Trump at the convention. Yue's proposal would effectively freeze in place the RNC'S 2012 rules and defer the implementation of any changes until 2020. Ash's proposal would, as he described it, make sure the only names that could be considered as receiving votes by delegates were those names that were placed into nomination."
"It would keep delegates bound as their state contest requires them to do and keep them true to the pledge that they made to those who selected them to attend the national convention," Ash said.

I don’t know anything about Bruce Ash but if Solomon Yue wants to abolish FATCA and succeeds in doing so I’ll start donating money to build a statue of the guy next to the Jefferson Memorial in DC.

Trump made a number of concessions to bring social conservatives on board.
But the GOP platform as a whole will be nationalist and populist in both tone and content.
Its Trump’s party now.
It will be interesting to see how this convention works out. For sure this has been an
interesting primary season leading up to the nominating convention. I hope that all can
get together and come out of this convention as a solidified party and defeat the democrats.

Where can we get a list of names of all RNC Rules Committee sorts involved and who voted for what etc ...?
Accountability is a must.
I can’t give you a source per se. But the RNC Rules Committee meets quarterly and
I’ve seen artices on their meetings. A internet search may could provide some info.
The Convention Rules committee is 112 members and will meet later on this week to set the
proposed convention rules. I’ve not looked for the member names but here are some articles.

In late June, Politico surveyed members of the Rules Committee asking if they would support a rules change that would unbind the delegates at the convention.
Out of 32 responses, 25 said they were opposed. Politico also noted that another 33 members of the Rules Committee have made public statements either endorsing Trump or opposing rules changes like the conscience amendment.[14]

The Wall Street Journal published the results of a similar survey and found 20 rules committee members in favor of a conscience amendment and 59 against it. Thirty-three did not respond.[15]

In addition to this, there are state rules and, in some cases, state laws that govern binding rules in individual states. All of this will almost certainly come into play in conversations and debates at the Rules Committee meetings in July.
