The demo’s used an (overseas-enabling) on-line credit card billing process that did NOT require verification of the card (date and serial number), nor name and address - since the donation “system” limited the amount to less than what the receiving political organization needed to report.

So it’s possible to average maximum donations over a certain period of years. This would be a matter of internal revenue code. But I’m surprised to see the allegation that $30,000+ can be parlayed that way into a million plus dollar donation. That would need something like a 30+ year window. Is that in the internal revenue code? When I carried over the deduction of a large donation to a 401(c)(3) charity many years ago, I got 5 years maximum to do it in.

Politicians are the robber barons of our time, and until and unless we enact very strong counter-measures and limitations on them, they will continue to suck freedom out of America - while enriching themselves. They control the message (media, entertainment, pop-culture, etc.), are trying to control the means of dissemination of information (e.g. the internet), and have been caught many, many times using government power to cover their tracks and to punish those who dare challenge them.

I don’t think “the debt” she is referring to is that person’s debt for undonated amounts, rather, I think it’s the DNC’s debts leftover from 2012, for a few different reasons:
1. she would have said “his debt” instead of “the debt”
2. it would be strange if this donor maxed out contributions to the DNC in off years 2013-2015 but didn’t max out in a general election year.
My guess is that the DNC carried debt from 2012 and at least in their view, you can donate to pay off that debt today and it counts against your limits in the year the debt was incurred. Then you can also max out this year. But my further guess is that you have to intend to do that, and the DNC just saying that’s what you intended may be a problem for them.
