I remember some time back when people were getting them to show employers as a way of proving they were one of the good and honest people.

I would venture to propose that CCW holders are more lawful statistically than that of LEO of all flavors.

It was easier to get a TS/SCI clearance 50+ years ago in the Navy than a C&C permit in California in spite of zero criminal activity since then.

I'd have to disagree. They don't have to do anything in particular to "keep their good record intact". They(we) are simply not criminals, and are inherently unlikely to do something that would besmirch their character.
