Before the hyperventilating begins, let me stipulate that neither President Obama or Hillary Clinton ever sat down with Islamic State chieftain Abu Bakr al-Baghdadi and signed the articles of incorporation. But were it not for their actions and inactions in facilitating a precipitous withdrawal from Iraq, creating a vacuum ISIS would gladly fill, the terrorist groups’ caliphate arguably would not exist.
Trump now says he was merely being sarcastic when he said it:

John McCain is getting really steamed that all these guys are forgetting the help he and Lyndsay and Marco lent to the effort to arm jihadists in Syria.
If Barack Obama were an ordinary leftist, I’d say Trump was exaggerating badly, and the appropriate word (as it would be for Jimmy Carter) is “foment,” not “found.”
But Obama has a special interest in Islam, and seems to act like it’s the scourge that he wishes on a deserving, decadent West. I wouldn’t at all put it past Barack to have wished for an outcome like this to develop.

ISIS was on GWB’s watch actually. Obama may have screwed up completely, but the fact is that he just inherited the situation, the Iraq mess was created by Republicans and ISIS existed before Obama took office.
Actually Trump doubled down tonight at his rally.
Truth is truth.
“The Founder” is often considered to be a person who provides the crucial elements enabling a new enterprise to make it. Obama provided the crucial weaponry for ISIS. Some by covert transfer via other countries and some by arming less than safe elements in Iraq and then abandoning that country.
So, he can legitimately be considered a founder of ISIS.
