As if providing a legal source would fix everything. How about the users who buy it legal so they can sell it? If you are addicted to a drug, you will want as much of it as you can get...until you OD.

I think this is one end of the solution...the other is to make the penalty for selling too harsh to be worth the risk.
The problem is that the maximum money is had at a “moderate” level of opposition. Hard core dealers love police departments that are forfeiture-driven. The reason why? This is a tax to them. Taxes they can figure into business models.
Few in America really want to hang dealers any more unless they do something truly egregious like in this example. Americans have a stubborn libertarian streak.
