After reading this article, it seems that this could be a case of grade discrimination... Preventing students that would push up the grade curves in all classes, making it difficult for those on the bottom of the curve or the “Studies” course majors, to stay there.

It is affirmative action at work. Got to make room for less qualified blacks and Hispanics and the obvious group to be discriminated against are the groups that are “over represented”.
