They did, at least if you believe the story that came out a few weeks ago. IIRC, someone in the Obama administration (Loretta Lynch?) told Comey that if he recommended indicting her, and if she then got acquitted, he personally would face charges of interfering with a federal election.
Obviously that wouldn't be happening if Trump wins, but at the time it didn't look like there was much chance he would win, at least not to those inside the Obama administration.
I may be getting some of the details wrong, I'm sure others here will correct me.
