So did the 70% that are non-local all just coincidentally decide to start rioting in Charlotte at the same time? No? Then it’s planned.
Of course any new leak cannot pull off a single one of her perverse base of supporters. But there are still undecided independents and those who are just begging for another reason to vote Trump.

Article I, Section 9, Clause 7: No Money shall be drawn from the Treasury, but in Consequence of Appropriations made by Law; and a regular Statement and Account of the Receipts and Expenditures of all public Money shall be published from time to time.

Patriots need to support Trump / Pence by also electing a new, state sovereignty-respecting Congress that will not only work within its constitutional Article I, Section 8-limited powers to support Trump’s vision for making America great again for everybody, but will also put a stop to unconstitutonal federal taxes and likewise unconstitutional inteference in state affairs, the Charlotte riots possibly evidence of such interference.
Note that such a Congress will also probably be willing to fire state sovereignty-ignoring activist justices.
