You can’t harden a structure to sustain 130+ mph winds unless you build it like a ground level concrete bunker.

Concrete yes, ground level no. Have been through a few super typhoons in Japan and they have several story buildings that do just fine in 150 plus/ mph winds. The Japanese know what they are doing. Power goes out yes, but with devices charged up with movies and snacks it was actually pretty fun.
